The Place of Ethics in Technology Assessment

Over the past decades, Technology Assessment (TA) has become an acknowledged instrument of policy advice. The role of ethics in TA remains, in many cases, unclear. It is usually rated very highly, however, and it generally remains unclear whether we are dealing with a normative or descriptive ethical approach. Particularly participative approaches in TA seem to lean towards descriptive ethics. To examine this question further, a number of representatives of participative TA were invited from the Netherlands.
